An invitation letter ( the text of which follows bellow ) has been forward to ADRAS / CoCCA for distribution to our registrars. As advised in the letter there may be some legacy data accuracy issues which ADRAS will working with registrars to resolve in coming weeks.

Regarding: Deployment of CoCCA EPP Registry System for .af ccTLD
Dear CoCCA Registrar,
The afgNIC is pleased to announce that we have completed testing of the CoCCA (espresso cc) registry system and are ready to provide access. The system, which you will be familiar with already, will allow efficient registration, renewals and editing of domains and associated host and contact records via EPP or a Web?Based interface. You will also be able to purchase domain tokens online with the credits being instantly available. DNSEC is scheduled to be rolled out in the first quarter of 2010.
Implementation and support of this new technology is made possible with the support of CoCCA and Afghanistan Development and Registry Addressing Services (“ADRAS” – http://adras.af). A capacity building grant for this project has also been provided by CoCCA Registry Service Limited ( http://coccaregistry.net)
Registrar support services will be handled by ADRAS or CoCCA, however if you have specific issues or concerns that you cannot get resolved by ADRAS or CoCCA you may contact the NIC directly at

Commencing today there will be a ten (10) day period to clean up the legacy data and update your domain portfolio. During this period you may update and renew, ADRAS will work with the NIC to make best efforts to ensure legacy information, expiry dates and delegation information is correct. If names you have registered are NOT in your account or do not appear in the registry at all please contact ADRAS. All new registrations made between November 15th and the official launch date will be provisional ?and may have to be reversed if they collide with applications made via fax in the past which have not been reflected in the register.
The go?live date is December 1st 2009. Provisional registration will be possible effective today. Provisional registration may (under exceptional circumstances) be reversed by the NIC – with full credit being applied.

Commercial Considerations – for International Registrars :
The NIC pricing remains unchanged, transfer fees for automated registrar transfers have been reduced from $200 to $25 and only for International registrars that are going to be connected through CoCCA System or already registrars would be as:
Registry Fees:
The deployment of this system is to be revenue?neutral to the afgNIC, in order to fund the project ADRAS and CoCCA will charge a Registry Fee of between 10 % and 20% depending on volume. ADRAS and CoCCA have agreed that 100% of all registry fees will remain in Afghanistan, can be used to generate employment and underwrite IT training. The pricing in the registry will reflect both the afgNIC fees and the ADRAS registry fees.
International Registrars :

Registry Policy:
Domains registered in the afTLD are subject to the .af Acceptable Use Policy and will subject to the CoCCA CRS ( Complaint Resolution Service ). This revised .af policy addresses intellectual property, cyber crime and use of the name space ? the policy reflects the culture, customs and legislation in Afghanistan. Names which violate the AUP policy are subject to suspension by ADRAS.
Technical Functions and Domain Life?Cycle:
No Registration or Renewal Grace
Redemption Period 35 days, Delete Pending Period 5 days, Suspension Period 28 days
The Ministry will continue to exercise oversight; however ADRAS and CoCCA will be responsible for day?to?day technical operations and the Complaint Resolution Service.
